Summary:
Three years has passed since the "HOS" event. The original members of the Special Vehicle Division 2 Unit 2 have all moved on with their lives: Noa now works as test pilot with Azuma at Shinohara Heavy Industry. Ohta Isao becomes a patlabor instructor, and Shinshi Mikiyasu is now promoted as the boss of Ohta. However, a new threat looms against Tokyo from terrorists bend on taking control of the government. Will the AV-98 Ingram, long retired from active duty, come to the rescure one more time?!
